Cost Management
Cost management is essential to completing projects under budget. If budgets are not met then certain stakeholders will have to front the bill. Cardiff city council has struggled with meeting budget demands. The City Council will be facing a budget gap £25m for the year (2017/18) and a potential deficit of £76m over the next three years. (cardiff.gov.uk) In this case, it is the citizens of Cardiff that have to pay. As a direct result of the bad cost management by the Council, their plan is to increase Council Tax by 3.7%.
Cardiff City Council needs to use better cost estimation techniques. In Figure 1.0 it shows the key cost elements for a typical industrial project. Estimating is a key technique for managing costs. There are many incomplete or delayed industrial projects in Cardiff and this could have been due to inflated costs. Poor cost estimates will lead higher costs and delays. As Benjamin Franklin once said, “Time is Money”. The cost estimator’s goal is to create the most accurate estimate possible; however, they may have to start with less accurate estimates and revise once project scope and deliverables become clearer (smartsheet.com).
There are three essential cost estimating techniques that Cardiff City Council can use: Analogous, Bottom-Up and Parametric. The strengths and weaknesses for each are described in figure 1.2.
